David (Berel) Ciobotaru has been acting for Ontario Landlords since 1984. David is a partner of the firm and manages representation before the Landlord and Tenant Board. Licensed as a paralegal in March 2008, David serves as a Commissioner for taking oaths in Ontario within paralegal scope of practice.

We represent clients before the Landlord and Tenant Board, Small Claims Court, and other Administrative Tribunals, from initial consultation through to resolution.
The Ontario government has set the annual rent increase guideline at 2.1% for 2026. The guideline caps how much a landlord can raise rent for most existing tenancies without LTB approval; increases above the guideline generally require an Above Guideline Increase (AGI) application.
Source: ontario.caAmendments under Bills 60 and 97 shortened the deadline to request a review of an LTB order from 30 days to 15 days, tightened Above Guideline Increase service deadlines, and made the LTB’s Payment Agreement Form mandatory for repayment plans under section 206 of the RTA. Maximum fines under the Act were also increased, with further changes expected in September 2026.
Source: Tribunals OntarioThe Human Rights Tribunal of Ontario has updated several Rules of Procedure and Practice Directions, including how applications are withdrawn, deadlines for jurisdictional submissions, and mandatory mediation criteria. As of this date, the Tribunal will only accept updated versions of Forms 20, 21, and 26 – older versions will be returned.
